Evacuations
There are 280 evacuees at McLean Park and Central School has been opened to take the overflow. Hotels are being contacted regarding providing accommodation for several days until they can go home.

Road closures
Closures remain in place through the City. A tree has blocked the Waiohiki Bridge.

Beachfront erosion - some beach front erosion has occurred at Bay View in the Ferguson St area. This may get worse at high tide.

Emergency response/Current situation UPDATE

Hawke's Bay Civil Defence and Emergency Services are coping with the current flooding situation.
Evacuations have proceeded as planned and welfare centres are set up and managing evacuees.
Road closures continue (update to follow) but drivers are advised to only make essential trips while the flooding and the roading situation continues.

People NOT in evacuated zones are required to stay at home and keep listening to the radio.

No rubbernecking in flooded areas as that adds to the problem.

If people think they are in any danger they should phone 111 Emergency.
General health information is available from all local city and district councils websites or contact direct.

Rainfall
Rainfall in Hawke's Bay is easing.

Rivers
Nuhaka River has peaked and levels are dropping
Wairoa River - has level off, water below SH2 and SH38 in 4-6 hours
Esk River has peaked with level of flooding under control and as expected
Ngaruroro has levelled off
Tutaekuri - following stopbank breach flooding is under control, with level of flooding as expected
Karamu/Awanui - levelled off
Porangahau - has yet to peak

Chemical Incident - Fire Service
NZ Fire Services has responded to a mixed chemical spill at Roys Hill following a truck accident, and the clean up is under way.

Welfare
McLean Park Napier welfare centre is full.  People are now being directed to Central School.
Wairoa evacuation centres are the Mormon Chapel and Memorial Hall.
Hastings Evacuation centre is the Hastings Racecourse.

Washout at Makaretu Bridge

There is a washout at Makaretu Bridge on State Highway 50 in Central Hawke's Bay. Patrols are being dispatched to the area and barrier signs will being erected. Central FM has been notified to broadcast alternative routes via Nelson and Burnside Roads and State Highway 50.

EVACUATION COMPLETED

The evacuation at Whakaki east has been successfully completed. All evacuees have been settled at the Mormon Church in Mahia. Any public seeking information about family please ring the welfare officer at the central evacuation centre at the Wairoa War Memorial Hall.

Accident on Wairoa Bridge

There is a traffic accident at the Wairoa township bridge. The public is asked to stay away from the accident site so that the emergency services can safely secure the area and attend the people in the accident.

Hohepa Homes Evacuation Information

Hohepa Home, Clive has self evacuated 58 residents and 40 staff in anticipation of any potential flooding in the area.

The evacuated in cars and vans to Poraiti, their second base, as per their prepared evacuation plan.

Hawke's Bay Civil Defence and Emergency Management no longer have concerns about flooding in Clive but say that it was sensible for Hohepa Homes to take precautionary action with so many people in their care.

Central Hawke's Bay Update

The current situation in the Porangahau/ Te Paerahi region in Central Hawke's Bay is that the river is expected to peak between 1400 and 1600 hours today. The latest weather forecast indicates, however,  that there is a decrease in the wind and rain.
All residents from Porangahau and Te Paerahi Beach have been safely evacuated and are being cared for.
Any residents wishing to enquire about family and friends can ring the CHB District Council where a list of evacuees is available.

ROAD CLOSURES - WAIROA

An accident which closed Bridge Street and Mahia Avenue is still being cleaned up. The road has been reopened to traffic but the movement is very slow. SH 38 to Ardkeen and SH 2 at the Ramarama culvert at Whakaki are closed. The public is asked to avoid travelling unless necessary.

Hawke's Bay Civil Defence and Emergency Management advise that the situation in Clive has been closely monitored and is not likely to worsen.

The Ngaruroro River is not a flood threat to homes and surrounding areas.

FLOOD SITUATION - WATER STORAGE IN HASTINGS

Residents of the rural surrounds of Hastings should be taking steps to conserve water ahead of any potential contamination of the water supply.

Please fill your bath or any other available containers with fresh water.

Residents with septic tanks should keep the use of water to a minimum to reduce overloading of the septic tanks and consequent sewage on the lawn.

Please remain tuned to this station.  Further important Civil Defence announcements about the emergency will follow shortly.

FLOOD WARNING - WELFARE AND HEALTH

WAIROA EVACUATION

The Awatere stream at Wairoa is flooding and three houses on Frasertown Road require evacuation. The flooding has gone through the Carters' yards and Glengarry House. The emergency services are currently responding to the emergency. Anybody that has family in the Glengarry house should contact the welfare officer at the Wairoa evacuation centre at the Mormon Chapel and Memorial Hall for further information.

Napier evacuations and road closures

Napier City Council has advised that there is flooding in the Taradale areas of Neeve Road, Churchill Drive and Guppy Road near Tutaekuri River, and Bay View

200 people have been evacuated from Bay View and the Riversdale Retirement Village in Guppy Road.

The following roads have been closed:
. SH2 at Awatoto
. SH50 at Expressway
. Brookfields Road
. SH2 at Bay View

The only southern access to Napier is via Waiohiki Bridge.

URGENT MESSAGE MAN IN RIVER

Emergency services are advising that a man has fallen into the Wairoa river adjacent to the Wairoa bridge. Police are asking that the public stay away from the river while they run a search of the river and banks for sign of the man. The public is reminded to stay away from rivers and stay inside unless advised otherwise by the civil emergency services.

ROAD CLOSURES DUE TO ACCIDENT

There has been an accident in Wairoa township at the corner of Bridge Street and Mahia Avenue. The emergency services are currently attending the accident. The road is closed until further notice from the Police. The public is asked to avoid going down the near the accident

Avoid swimming in flood waters             
The Civil Defence controllers are reminding people that it is dangerous to allow children to play in the flooding waters or streets. There is the possibility of sewage and harmful substances in the water, as well as the strong flow of water during flooding. The public is asked to keep their children and themselves safe inside until further notice.

STOPBANK BREACH

Tutaekuri River Stopbank is likely to be breached shortly after midday. 

This will affect Pakowhai and 95 people have been evacuated.  Roadblocks are in place at the Meaanee Expressway, Links Road, Evenden Road, Brookfields Road, Chesterhope Bridge, Waitangi Road and Clive.

Emergency services staff are going door to door informing residents of the evacuation.

It is envisaged that the area will remain flooded for a number of days. 

Authorities are seeking to minimise power outages but they may be required to protect important sub-stations in the area.

People NOT in the evacuated zones are required to stay at home and keep listening to the radio.

The Hawke's Bay Regional Civil Defence Emergency Group has the made the decision to breach the stopbank to prevent further damage and contain the flooding in a controlled manner as much as possible. All resources are being used to monitor the situation and ensure that public safety is paramount.

Wairoa District

Hastings District
. Regional Council will be breaching the south stopbank opposite Guppy Road to release flood waters.  Residents in the Pakowhai Road area between Chesterhope Bridge and the Expressway have been advised to evacuate to either Hastings Racecourse or McLean Park Napier.
. Truck crash SH50 Roy's Hill -  Do not use groundwater for any purpose within 300m of the truck crash until further notice due to potential contamination.
. Esk Valley is evacuating to Hukurere.
. State Highway 5 is closed at Bayview and at Taupo end
. Residents in the Maraekakaho, Kaiapo Road and Clive should be preparing to evacuate - a decision will be made and residents will be notified by emergency services if evacuation necessary.

Napier City
. Taradale, Tamatea and Greenmeadows have experienced heavy rainfall, pump stations are struggling at capacity to clear flood waters.
. Intermittent power outages.

Central Hawke's Bay District
. Porangahau Stream rising.  Residents will be evacuated from 12 noon and will be taken to the Old Hill Road Woolsheds.
. Alternate routes are operating
. Impassable routes are barricaded

UPDATE - FLOODING IN WAIROA DISTRICT

Whakaki Evacuation
Floodwaters have breached the Ramarama Culvert at Whakaki.

Whakaki residents should be moving to the following evacuation centres:

For residents north of the Ramarama Culvert please evacuate to the Mormon Chapel, SH2

For residents south of the Ramarama Culvert please evacuate to the Wairoa Memorial Hall.

Whakaki residents should follow the instructions given by Emergency Services and CDEM staff in the area.

If you need assistance, alert evacuation staff by displaying a sheet or towel out a window or gate that can be seen from the road.   They will assist you as quickly as they can.
Take as few possessions as you need for your immediate use.   Take valuables, prescription medicines, and important documents.  Store non-essential but important items in the roofspace of your home.  Take care of pets and animals.

Hawke's Bay CDEMG declared a Civil Defence emergency at 10.15am as a result of the extraordinary weather conditions and extreme flooding region wide.

All people in low lying areas are urged to prepare for self-evacuation to higher ground.

Please keep listening to local radio stations for regular updates on conditions and events.

Of major concern is the Tutaekuri River with flood levels increasing rapidly.  Consideration is being made to breach the south stopbank opposite Guppy Road which will flood the Pakowhai area between the Tutaekuri and Ngaruroro Rivers.  The decision of the need to make the breach will be made around 12 midday.

This will close the expressway and Pakowhai Road between Chesterhope and Tutaekuri Bridges.

In the meantime everyone in this area are urged to evacuate either to Hastings Racecourse or McLean Park, Napier, whichever is most convenient. 

On leaving their premises people should leave a note for emergency services to say that the premises are clear.

Those people who are unable to return to their home addresses in this area are to register at the regulating centres at the racecourse or McLean Park.

Napier Police are coordinating the evacuation of the intended flooded area.

Central Hawke's Bay District Council declared a Civil Defence Emergency at 10.00am, 13 November 2009 in order for the safe evacuation of flooded areas - in particular Te Paerahi (Porangahau Beach) and Porangahau Village.

Boil Water Notice

Residents around SH50 are advised to boil water due to the potential contamination from the truck Spill on SH50 bewtween Fernhill and Roys Hill.

Emergency Response - Truck Crash SH 50

SH50 between Fernhill and Roys Hill has been closed due to a truck crash. Police say a diesel truck collided head on with another truck and trailer unit carrying chemicals at 1030hrs. The fire service has their hazardous materials unit on site in an effort to clean up the spillage across a large portion of the highway. All emergency services and HBRC staff have been alerted to possible contamination of the underground aquifer as a result of the spillage.
Motorists are being urged to avoid SH50 as there are road blocks in place at the intersection of  Omahu Road and SH50 and Ngatarawa Road and SH50.

Hawke's Bay Civil Defence and Emergency Management expects heavy rain over the whole region to continue over the next 10-12 hours.
Wairoa District Council has advised a local CD declaration at 7.20am
People are asked to keep tuned to this station for updates.

River Levels

  • Nuhaka River - flood waters are expected to escape from the channel
  • The Wairoa River is not considered a threat to Wairoa Township at this stage. The Esk River is predicted to rise further, and exceed Red alert levels.
  • The Tutaekuri and Ngaruroro Rivers are still rising and are looking likely to exceed any flood levels seen for at least the last 20 years.
  • The Porangahau River may exceed Red alert level.

Rainfall

  • Rainfall is heavy and intensifying in some areas - Wairoa, Esk, Maraetotara

Evacuations

  • Evacuations at Nuhaka from 8.15am.

Stock

Hawke's Bay Regional Council is advising farmers to remove stock from all river areas.

Travel

  • People are advised to avoid unnecessary travel around the region.
  • Slips and surface flooding with road closures to be advised.

CIVIL DEFENCE EXERCISE TO BUILD ON RECENT EXPERIENCE

Hawke's Bay's Civil Defence Emergency Management organisations have had experience with a number of emergencies this year - including Police actions, storms and tsunami alerts. 

However the Hawke's Bay Civil Defence Emergency Management Group wants to learn more through a region-wide "Exercise BayVac" on Friday 13 November.

The hypothetical BayVac scenario is a prolonged heavy rain storm occurring over Hawke's Bay resulting in flooding, plus strong gales affecting parts of the region.

"The threat of flooding from heavy rainfall in Hawke's Bay is a realistic scenario, so it's an exercise which will have a practical benefit to the organisations that respond to these events in our region," said Nigel Simpson, Group Co-ordinator for the HB Civil Defence Emergency Management Group.

Taking part in the exercise are Hawke's Bay Regional Council, Wairoa District Council, Napier City Council, Hastings District Council, Central Hawke's Bay District Council, NZ Fire Service, NZ Police, St John Ambulance, Hawke's Bay District Health Board Public Health Unit, and Ministry of Social Development, plus members of the Hawke's Bay Engineering Lifelines Group, Welfare Advisory Group and the National Crisis Management Centre in Wellington.

The exercise will further enhance the working relationships between these organisations and clarify roles and responsibilities in the response to a region-wide emergency.  It will test inter-agency communication, public information and each organisation's response procedures. 

"There are always lessons to be learned through both exercises and real events - however the value of exercises is that staff involved can slow things down to get processes right and cement their knowledge," said Nigel.

The date of the event hasn't escaped him - he is hoping that Friday the thirteenth doesn't bring a real event like the recent tsunami response that replaced a marine oil spill exercise which was planned for the same day.

DISASTER AWARENESS WEEK, 11-17 OCTOBER 2009

Disaster Awareness Week is supported by Hawke's Bay Civil Defence Emergency Management Group from 11- 17 October.

One big difference this year is that it follows a number of civil defence emergencies and police alerts in Hawke's Bay - very clear reminders of how suddenly things can happen, and how long people may need to cope without assistance. 

Whether it's an event requiring Police action that prevents people from getting home for a couple of nights, or snow on a road that forces a change of plans or keeps people at home, or a tsunami alert that needs to be responded to, or an earthquake at night ... Hawke's Bay people have been learning that being better prepared for any emergency is essential. 

Added to these events has been the recent testing by Napier City Council of the civil defence sirens.  The public have responded well to a survey of siren loudness and this information will be used to plan for future civil defence warnings.

During the week there are a number of activities from Wairoa to Waipukurau reinforcing the GET READY GET THRU message - although emergency management staff are hoping these won't include any more genuine emergency events.

New World Supermarkets and The Warehouse are helping to make it easier for people during Disaster Awareness Week.  They will have instore displays of essential items that people should have at home (or work) in their emergency kits.

Peter Elliot, the well-known New Zealand actor who fronts the GET READY GET THRU advertisements on television and in newspapers, will be in Hawke's Bay along with Hon John Carter, the Minister of Civil Defence and Emergency Management, to talk to people about being prepared.

On Friday 16 October, Peter will be at New World Hastings, 10 -11 am, and both Peter and John will be at New World Greenmeadows, 12.30 - 1.30pm, where the winner of Napier City Council's siren test survey draw will also receive their prize.

Other events during the week include a competition for children in community newspapers, and a WHAT'S THE PLAN STAN? poster design competition through schools.

So make time this week to check ... Do you know what radio stations to listen to for alerts and updates?  Have you enough water and food stored or does it need replacing?  Do you have batteries ready for torches and radios?  A first aid kit plus any essential medicines you need?  Have you sat down at home to plan what you will do when an emergency occurs? 

And the recent snow storm is a reminder that it also pays to plan for an emergency when you are driving out of the district - blankets, water and food in the car can make a wait for rescue more comfortable.

WEATHER ALERT - HEAVY RAIN FORECAST

Current situation

  • Heavy rain forecast for Friday night and into Saturday morning is expected to turn to snow.
  • The Hawke's Bay Civil Defence Group urges anyone planning to travel roads in the Central North Island, including the Hawke's Bay ranges to be prepared.
  • Advice to drivers and passengers is to take extreme care on Central North Island roads, particularly the Desert Road, Napier-Taupo highway and the Napier-Taihape Road.
  • Check www.metservice.co.nz or www.aaroadwatch.co.nz or listen to the radio for weather updates before travelling out of the region.
  • If travelling out of the region by road, include some food, with plenty of warm clothes and blankets.

TSUNAMI ADVISORY #2 - CANCELLATION

Current situation

  • Based on an assessment of the Tsunami activity experienced up to now, we can now cancel the Potential Threat Advisory.
  • However, the public should remain cautious of continuing strong currents for the rest of the day and early evening.
  • Hawke's Bay Civil Defence Emergency Management Group staff have now been stepped down.

TSUNAMI ADVISORY #1

Current situation

  • A Tsunami measuring 0.04 metres [4 centimetres] was recorded near Vanuatu.
  • Any potential waves are not expected to be destructive for New Zealand however we still advise people in Hawke's Bay to be vigilant around coastal areas.
  • Irregular waves and current flows created from the earthquake may reach the Hawke's Bay coastline at approximately 4.30pm. 
  • The public is advised to continue as normal, but be aware of irregular-sized waves at the shoreline.

DRIVERS OF ABANDONED CARS ASKED TO BE PATIENT; 2.30pm

Police have asked drivers of abandoned cars to be patient after a number of drivers have attempted to get to their cars using their own four-wheel-drives.

Police say the only way drivers can safety get to their vehicle is by catching a Civil Defence bus from Hukarere Girls College in Eskdale.

Civil Defence Controller Mike Maguire says the last bus from Hukarere to cars abandoned along State Highway Five has departed.

Owners of vehicles abandoned, on the Napier side of Te Haroto, that haven't already picked up their cars should make their way to Hukarere Girls College tomorrow morning.

Drivers should listen to the radio for further instructions on what time to report to Hukarere Girls College.

Weather conditions will dictate when the road will be reopened and when the balance of vehicles will be recovered.

At 2pm, there were about 25 vehicles that could not to be recovered because they are embedded in deep snow.

Farmers and other residents in snowed in areas who require medical assistance or other emergency assistance should contact Hastings District Council on ph. 871 5000 or call 111.

Senior Sergeant Andy Sloan of Napier police says some locals have been trying to get onto SH5 from side roads, but they are being turned back.

"It's important that everyone in the area stay off the roads and not venture out unless it is absolutely necessary," Senior Sergeant Sloan says.

"The last thing we need is for more vehicles and people to get stuck or stranded in what continues to be cold and wet conditions."

Comprehensive list of people who have been evacuated are being compiled by both Hastings and Taupo emergency centres.

People wanting to check on the welfare of family travelling the highway can call either Hastings District Council ph. 871 5000 or Taupo on ph. 0800 275 832.

DRIVERS OF ABANDONED VEHICLES LEAVE TO COLLECT CARS; 11.30am

The first bus load of drivers evacuated from snowed-in State Highway Five last night have left Hukarere Girls College to collect the cars they abandoned in heavy snow last night.

One bus of 50 drivers has left and another two buses are preparing to leave.

Only people who were evacuated from between Eskdale and Mohaka are able to retrieve their vehicles at this stage.

All vehicles are returning to Napier as conditions are still too dangerous to allow people to continue through to Taupo.

"It's important that everyone in the area stay off the roads and not venture out unless it is absolutely necessary," Senior Sergeant Sloan says.

"The last thing we need is for more vehicles and people to get stuck or stranded in what continues to be cold and wet conditions."

Heavy snow is still falling in the area and Police have advised the Napier-Taupo Highway will potentially remain closed for other drivers for the rest of the day.

Hastings Civil Defence Controller Mike Maguire says until the weather improves and all abandoned vehicles are cleared the road will remained closed.

All trapped passengers along State Highway Five have been evacuated from their vehicles but some people are still remaining at Te Pohue, Te Haroto and Tarawera.

Comprehensive list of people who have been evacuated are being compiled by both Hastings and Taupo emergency centres.

TSUNAMI WARNING 1; 8.44am

The Hawke's Bay Emergency Controller has received a tsunami warning for the East Coast. Civil Defence staff are on alert.
National advice is there may be up to a 1m wave at East Cape at around 10.22am.
Hawke's Bay Civil Defence Emergency Management is advising all coastal settlements of the risk, and asking public to keep away from beaches.
The tsunami will arrive on a low tide but there is still a considered risk to beach areas and public safety.
The Port of Napier Ltd is aware of the situation and is taking appropriate action.

LISTEN TO THE RADIO IN EMERGENCIES

Hawke's Bay Civil Defence Emergency Management Group and the Hawke's Bay Police say that although it is natural for people to be alarmed by an earthquake, they are concerned that routine calling of the 111 emergency number following earthquakes could stop genuine emergency calls getting through.

Following this morning's earthquake in Wellington, there were media reports of a number of calls to 111.  These calls should be made in a genuine emergency, by people needing ambulance, fire or police responses. 

Radio will be used by civil defence and emergency management organisation to broadcast safety information if the situation requires it.  Turn on a radio and listen to a local station.  Talkback stations can be useful for finding out about earthquakes, particularly during the night.  

The best way to respond is to be prepared ahead of any emergency.    People should be prepared to respond safely and cope on their own after an emergency for at least 3 days.    Know the safe places in your home to shelter in a strong earthquake, and make sure children also know how to be safe.   Store drinking water and food and have a good plan for coping after a major event.

People who live along the coast should take some time now to learn more about the tsunami risk for their area and have their own plans in place.  This will include listening to broadcasts on radio.
