Civil Defence and Emergency Management Groups (CDEM Groups) are set up all over New Zealand, as part of the requirement of the Civil Defence and Emergency Management Act which became law on 1 December, 2002. The CDEM Groups are based on regional boundaries and bring together local councils, emergency services, health boards and other organisations that are involved with emergency management. The Hawke’s Bay CDEM Group was formally established in March 2003 and is a new approach to the way civil defence and emergency management is co-ordinated across the region.
The Hawke’s Bay CDEM Group Area
The Hawke’s Bay CDEM Group boundary is based largely on the Hawke’s Bay Regional Council's boundary, excluding the western portions of the Taupo and Rangitikei Districts that are within the Waikato and Manawatu/Wanganui regions respectively. The CDEM Group area covers approximately 12,770 square kilometres of the eastern North Island extending from north of Mahia Peninsula to just south of Porangahau. In the east, it is bounded by the Pacific Ocean and in the west by the Ruahine, Kaweka, Huiarau and Ahimanawa ranges.
The Hawke’s Bay CDEM Group
The Hawke’s Bay Region Civil Defence and Emergency Management Group (Hawke’s Bay Region CDEM Group) is a partnership between all local authorities in Hawke’s Bay (being Central Hawke’s Bay, Hastings, and Wairoa District Councils, Napier City Council, and Hawke’s Bay Regional Council), Members of the CDEM Group are the Mayors from each local authority and the Chairman of the Regional Council.
The aims of the CDEM Group are:
- To provide governance and oversight to ensure the resilience of the Hawke’s Bay communities to a wide range of hazards.
- To agree on actions to improve the provision of civil defence emergency management services to the region’s communities.
The CDEM Group holds regular meetings and the agenda and minutes of these meetings are available to the public.
Coordinating Executive Group
The Group is supported by a Coordinating Executive Group. The members of this committee are senior representatives from the five local authorities, Police, NZ Fire Service, District Health Board, Work and Income, St John Ambulance, the Medical Officer of Health, and the Chairman of the Hawke’s Bay Rural Fire Committee.
- Provides advice to the HB CDEM Group; and
- Implements the CDEM Group Plan.
