Redclyffe Transfer Station will accept general waste from Monday 20th March - Redclyffe Transfer Station will accept general waste, green waste and recycling again from this Monday, 20th of March. Upon entering the transfer station there will be two queues, one for recycling only (right hand side) and one for recycling and general waste (left hand side).There is only one operational weighbridge at the moment so please be patient and expect queues. Flood waste will remain free and other waste will be charged as per normal rates

State Highway 5 reopens 20 March - State Highway 5 will reopen to all traffic during the day from 7am next Monday, 20 March. There are 32 damaged sites along the route, ranging from minor dropouts to significant underslips and washouts. There'll be speed restrictions, and there are active work sites. Because of that, the journey between Napier and Taupō will take longer than usual. Travel carefully through the work sites and stick to the posted speed limits. For your safety the road will close at night from 7pm to 7am.

RURAL SUPPORT - Our rural communities are facing severe impacts and disruption from Cyclone Garbrielle. Support is available to farmers, growers, whenua Māori owners and rural communities. FARM SUPPLIES MPI is working with farm supply companies and vets to get critical supplies to farming communities with no road access. Farmers can order these essentials from their usual farm goods suppliers and vets, which will be delivered by air or unimog. Contact your usual supplier to place an order. You will need an account. If the company you use is unaware of this arrangement, ask them to call MPI on 0800 00 83 83 for information on joining up. FINANCIAL SUPPORT Financial support is available to support response and recovery efforts. A total of $51 million is now available for recovery grants to help undertake urgent work, including fencing, and clearing silt to save fruit trees and vines. Supply drops continue this week for our isolated communities - Today (Tuesday 7 March), drops are planned for: Putorino, Waitaha Station, Tutira, Waikoau On Wednesday 8 March, drops are planned for: Dartmoor, Waihau, Puketitiri, Patoka On Thursday, 9 March, drops are planned for: Te Hāroto, Te Pōhue, Rissington, Kaiwaka Weekly drops include essential supplies and personnel depending on need. More drops are planned throughout this week. The drops are subject to weather conditions or craft being required to respond to emergency situations. Any missed deliveries will be prioritised as soon as possible.

Waitangi Bridge, State Highway 51 - road closures. - Due to bridge inspections, the SH51 Waitangi Park bridge will be closed in both directions for three overnight road closures between the hours of 9pm-5am, from Tuesday 7 March to Friday 10 March. Local detours will be in place for traffic. VMS boards will be in place advising the public of the closure date and times. Please plan your journey accordingly and allow extra time for travel. Cleaning up post flood - ATTENTION MEEANEE For those in flood-affected and accessible areas of Meeanee such as Sears Road + Brookfields Road, trucks will be in your neighbourhood from today to begin collecting flood-damaged waste that has already been piled at the kerbside, on verges or on easily accessible frontages. If you haven’t got your waste ready in time, don’t worry – there will be another collection. When handling flood-damaged items please protect yourself by wearing: Masks (P2 or N95), Gloves, Goggles Clothing that covers your arms and legs, sturdy footwear. Keep tamariki and animals away from flood damaged items. Wash - if you have been in contact with silt or flood materials wash your hands, clothing and use hand sanitiser. Road closures - ROADING ALERT - SH5 - TE POHUE: SH5 at Te Pohue is now completely impassible. This is a section of road approx. 30m which has slipped away The location is near the effluent ponds at the top of the Glengarry Hill. Agency notifications have been undertaken and an assessment will be performed when it is safe to do so. Please be careful if travelling on the roads. Welfare Helpline - If you need to access welfare services in the wake of Cyclone Gabrielle you can call our free helpline on 0800 117 672, from 8am – 8pm on weekdays and 8am to 4.15pm at weekends. It is specifically for welfare needs such as health and wellbeing including mental health, accommodation needs, ongoing food, household goods and services support, animal welfare and rural support. The call centre is supported by a range of organisations to ensure that it is accessible to people from every diverse group, including translation and Te Ao Maori services. People who already having their needs assessed and met through a local marae, welfare centre, or other service, should continue to go there. This 0800 helpline is an additional service, not a replacement of existing ones. The helpline is not for accessing financial support – in those cases, contact the Ministry for Social Development.

Surface flooding - We are getting reports of low level surface flooding in parts of the region this morning after the rain we have had overnight. Avoid driving through any floodwaters. Community visits Tuesday 28th Feb - Tomorrow's (Tuesday 28 Feb) rapid needs assessment team is scheduled to visit the Patoka, Te Pohue and Puketitiri communities from around 9am to 2pm. This trip is weather dependent based on conditions that allow the helicopter to fly safely. On board alongside our Health and Welfare Teams will be Pou Whirinaki and an NZDF Engineer. We are visiting isolated communities daily to see what needs they have. These missions are being tailored to meet the needs of the communities flagged from previous flights, requests and needs, so if you have any specific needs, do let the team know.

Evacuation order lifted for Esk Valley - The evacuation order for Esk Valley has been lifted from 2pm today. Hawkes Bay Group Controller Ian Macdonald said that the hydrologists’ assessment of the Eskdale River gave him confidence that it was safe for residents to return home. There is still a risk of further rain and thunderstorms this afternoon, so people are reminded to stay well away from rivers and streams, not just in the Esk Valley and Te Ngarue area but across Hawkes Bay. “This has been an anxious time for everyone who was evacuated yesterday, on top of the stress caused by the cyclone,” Ian Macdonald said. “We are continuing to keep a very close eye on the rivers.” The rain has also mobilised more silt onto roads and caused further surface flooding so Waka Kotahi is urging people to take extreme care, watch for debris and slips, and avoid unnecessary travel.

Weather update - A decision is likely this morning on when the evacuation order for the Esk Valley will be lifted. Hawkes Bay Group Controller Ian Macdonald says the decision will depend on the state of the Eskdale River, which has risen sharply this morning after overnight rain. MetService is forecasting more rain today and a risk of thunderstorms across Hawkes Bay until about 6pm. Most homes in the Esk Valley have been unoccupied since the cyclone, but an additional 26 households evacuated yesterday. Roadblock remain in place around the evacuated areas to ensure the security of the evacuated properties. No issues have been reported on other rivers in the Hawkes Bay region as a result of the overnight rain, with regional council hydrologists continuing to monitor them closely. The weather has prevented helicopter deliveries of supplies to isolated rural areas over the last two days, and supplies have been delivered overland where possible. Deliveries of critical supplies by air will resume once the weather improves.

Waste disposal update - The Hawkes Bay Regional Council has identified a number of waste types and these will need to be dealt with in different ways. The aftermath of Cyclone Gabrielle has resulted in large volumes of waste. In most instances residential waste will be dealt with by your local council, and you should check their websites for advice and guidance. If you have waste on a lifestyle block, farm or orchard, the Hawke's Bay Regional Council (HBRC) will be able to help you remove the larger volumes. Please try to keep these waste types separate so that we can minimize the amounts of mixed-waste that end up in our already overloaded waste sites. Donation of goods - The Distribution centre is unable to accept donations of clothing/bedding (used or unused) due to insufficient space to keep them protected with the impending weather. Please note trucks of this nature will be turned away so please do not dispatch them from other regions.We are unable to accept small family specific parcels at this stage. Our priority is getting large amounts of the items required to airdrop locations. We do not have the ability to maintain control of small personal parcels. Weather updates - HEAVY RAIN WARNING - Metservice have issued a heavy rain warning for Hawkes Bay Period: 48hrs from 10am Thu, 23 Feb - 10am Sat, 25 Feb Forecast: Expect 150 to 200mm of rain about the ranges and also away from the ranges north of Hastings (this includes the Esk Valley area and the Wairoa District), and 75 to 100mm elsewhere. The heaviest falls are likely from 3pm Friday, with peak rates of 20 to 30mm/h possible. Expected impact: Rivers and streams could rise rapidly. Surface flooding and slips are possible. Existing silt deposits may become saturated. Driving conditions may be hazardous, avoid unnecessary travel. KEEP A CLOSE EYE ON THE FORECAST ON THE METSERVICE WEBSITE Please keep a close eye on rivers and take extreme caution around areas where rivers have cut a new channel or where stopbanks have been damaged. Be aware that silt may become saturated, take caution around large deposits of silt which could shift or collapse. Cleaning up safely - When cleaning up SILT, please avoid digging deep trenches with high sides. Silt and debris is soft and wet and can collapse easily, and this can be a hazard if deep trenches are being dug. If silt is deeper that one metre, please create stepped trenches rather than digging straight down, as this can collapse! Silt, mud, and soil can damage your health if you do not take it seriously. The main concern is dust (small bits of silt, mud, or soil in the air) getting into your lungs and airways. Avoid dust where possible by staying inside. Otherwise: Where a properly fitted P2 or N95 mask, these are your best protection. If you do not have one, a surgical mask will help. Avoid driving on silt or reduce speed to 15km/h to reduce the amount of dust. If possible, keep the surface of the silt wet, or cover it to prevent it drying and blowing around. Waste Disposal - Napier - REDCLYFFE TRANSFER STATION OPENING - The Redclyffe Transfer Station will open to NAPIER residents for flood-damaged household items only from 1pm, today, Wednesday 22 February. This will be free of charge until 4pm Sunday 26 February. If you are unable to dispose of flood-damaged items by Sunday 26th, there will be further opportunity for free landfill access for certain flood-damaged properties. These households will be individually advised in due course. For everyone else, normal transfer station charges will apply from Monday 27th February. RECYCLING AND GREEN WASTE IS NOT BEING ACCEPTED AT THIS TIME.

Wairoa - Due to limited communications we have had very limited information out of Wairoa, and we understand this is been very stressful for whānau. We are glad to say we can now provide the following updates about the Wairoa district: We have staff from Civil Defence and NZ Defence Force on the ground in Wairoa. We have established communication but it is still very limited. Food, water, and fuel has been flown into the district. New water pumps have arrived and begun water treatment for drinking water. However, people are still being advised to conserve water as much as possible. SH2 between Wairoa and Napier is closed but crews are working hard on getting the road open to light vehicles. However, there is significant damage so this will take time. The hospital and medical centre are operating well.

School closures - All Napier schools, except St Joseph’s Māori Girls’ College, will be closed Monday and Tuesday. All Wairoa schools will be closed Monday and Tuesday. Clive and Haumoana schools will be closed Monday. The majority of schools in the Hastings and Central Hawkes Bay districts will begin opening on Monday. Phone and Internet outages - The telecommunications network remains a significant problem for all of Hawke’s Bay. Some phone networks are coming back online but it will take time before the network is fully operational. Accessing the internet remains a challenge where there is no power for home or businesses internet modems and no cellular data network.
