What is Hawke's Bay Civil Defence Emergency Management?

The Hawke’s Bay Civil Defence Emergency Management Group consists of a partnership between local authorities, first responders, emergency services, and other organisations tasked with ensuring the delivery of civil defence emergency management in Hawke’s Bay. We work together with our communities to move towards our vision of: ‘A resilient Hawke’s Bay community.’  Through this vision HBCDEM focuses on the four Rs of emergency management.


Reduction - Identifying and analysing long-term risks to human life and property from hazards and taking practical steps to mitigate this risk.

Readiness - Developing operational systems and capabilities before a civil defence emergency happens.

Response - Actions taken immediately before, during or directly after a civil defence emergency to save lives and protect property, and to help communities recover.

Recovery - The coordinated efforts and processes to bring about the immediate, medium-term, and long-term holistic regeneration of a community following a civil defence emergency.


Everyone has a role to play in creating a resilient community, as we are all a part of Civil Defence. Find out more about the part you can plan, through our Community Emergency Hubs or becoming a volunteer.

HBCDEM engages in a variety or community engagement, operational readiness, and risk reduction activities. Our group plan identifies our long-term goals and objectives and guides or work plan over a five-year period, this plan can be viewed here.
